What and Who Is a Mandated Reporter?

mandated reporter is a person legally required to report suspected child abuse or neglect. In Ohio, mandated reporters include (but are not limited to):

  • Education – teachers and school staff
  • Healthcare – doctors, nurses, therapists, and counselors
  • Public safety – law enforcement, first responders, and clergy
  • Childcare & social services – childcare workers, foster parents, and child services staff

In Ohio, these individuals must report concerns because of the responsibility they have to protect children and families.

 

Training and Community Support

Lucas County Children Services (LCCS) offers training for mandated reporters. These sessions are often requested by schools, service providers, and community groups.

LCCS Assessments Manager Brandon Sorosiak says training helps people:

  • Build relationships in the community
  • Ask questions
  • Better understand when to report concerns

The training also helps clarify “gray areas,” so reporters feel more confident about what situations require action.

 

Key Responsibilities of Mandated Reporters

Mandated reporters must:

  • Have reasonable suspicion
    They don’t need proof but must suspect abuse or neglect.
  • Act in a professional role
    Reporting is required when concerns arise during their job.
  • Report in good faith
    They are protected by law when reporting honestly.
  • Report when required
    Failing to report can be a crime in Ohio.

 

When to Report

A report should be made if there is concern about:

  • Physical abuse – unexplained bruises or burns
  • Sexual abuse – a child reports inappropriate touching
  • Neglect – signs like malnutrition or poor hygiene
  • Emotional abuse – ongoing verbal harm from a caregiver
  • Exploitation or grooming – inappropriate contact or isolation attempts
  • Abandonment – a child left without proper supervision
  • 2151.421 of Ohio Laws

 

How to Report

  • In Lucas County, mandated reporters, or any citizen, can report suspected child abuse or neglect by calling 419-213-2273. If a child is in immediate danger, call 9-1-1.
