Introducing Randy Muth, J.D.

Randall Muth brings a wealth of experience and a strong commitment to child welfare in his role as Director of Lucas County Children Services (LCCS). With over thirty years of service in child protection and social work, Mr. Muth has dedicated his career to advocating for the safety, permanency, and well-being of children and families. His background includes leadership roles in both public and private child welfare agencies, where he has driven meaningful reform, improved organizational performance, and prioritized the voices of families and children.

Since taking the helm at LCCS in 2023, Mr. Muth has made significant strides in strengthening the agency’s service delivery and community engagement. Under his leadership, LCCS has:

  • Improved case resolution timelines to ensure children achieve safe and stable placements more quickly.
  • Expanded partnerships with local organizations, including schools, healthcare providers, and community agencies, to build a more comprehensive support system for at-risk families.
  • Launched staff wellness and retention initiatives that have improved workforce stability and morale, addressing long-standing turnover challenges.
  • Increased transparency and accountability, including public reporting and stakeholder communication, to build greater trust with the community.

Looking ahead, Director Muth is focused on transforming LCCS into a more proactive, family-centered agency. His vision includes:

  • Implementing a prevention-first approach, aiming to reduce the need for foster care through early intervention and support services.
  • Developing a community-based resource network that empowers families with access to housing, mental health care, substance use treatment, and parenting support.
  • Enhancing cultural competency and equity initiatives, ensuring all services are inclusive and responsive to the diverse needs of Lucas County families.
  • Investing in technology and data-driven decision-making, to improve service outcomes and operational efficiency.

Director Randall Muth’s leadership reflects a deep belief that every child deserves a safe, stable, and nurturing home—and that meaningful collaboration with families, staff, and the broader community is essential to achieving that goal.
