Overview of the Latest Report (2024)

Statistical Highlights (2024 Data)

 

Allegations of Abuse & Neglect

      • Investigated 4,479 allegations, 18% increase from 2023.
      • Involved 5,330 children, up 8% year‑over‑year.

Substantiated Cases

  • 1,564 children were confirmed as victims of abuse or neglect—a 9% increase from the prior year.

Service Reach

  • Served 11,808 children and 4,635 families.
  • 69% of services delivered while children remained in their own or kinship homes.

Pathway Insights

  • 68% of cases investigated via the “traditional” pathway.
  • An additional 487 referrals were classified as “Family in Need of Services” (less severe cases).

Geographic Concentration

  • 88% of referrals originated in the City of Toledo.
  • Top ZIP codes: 43605, 43612, 43609, 43613, 43615, and 43604, with 43605 alone accounting for 15% of all cases.
  • Referral rate: 55 per 1,000 children, up 8% from 2023.

Primary Case Drivers

  • 43% of cases involved parental substance abuse, followed by parenting/neglect (28%), domestic violence (26%), and mental health (20%).
  • Substance-related cases: cocaine/crack (42%), heroin/opioids (36%), marijuana (33%), alcohol (21%), and other substances (17%).

Average Daily Caseload Placement Settings

  • Total children: 1,503. Breakdown:
    • 44% (660) in their own homes
    • 25% (382) with relatives or kin
    • 24% (359) in foster homes or similar placements
    • 4% (71) in group homes or institutions
    • 2% (31) in other settings

Outcomes

    • 75 children were adopted in (-4%)
    • 277 children were reunified with a parent (+115%)
    • 175 children entered the legal custody of a relative (-24%)
