Information For Adoptive Families

Post-adoption services are tailored to each family’s individual needs. We promote successful adoptions by linking families to community resources, offering support services, and helping families complete applications for PASSS funding.

PASSS is a state-funded subsidy program providing families with funds for services helping to maintain children in their adoptive homes. Examples of services covered by PASSS include counseling, attachment therapy, respite, occupational therapy, and speech therapy. Families who reside in Lucas County and have an adopted child under the age of 18 are eligible to apply for PASSS. Families living outside of Lucas County should apply for PASSS funds in their county of residence. The application process can be initiated by contacting the post adoption caseworker at 419-213-3200. Funding is approved for the entire State Fiscal Year (July 1 – June 30) so families must reapply for funding each State Fiscal Year.

To access these services, simply contact LCCS intake department and request post adoption services. Families may also complete a PASSS application without making a referral by contacting the post adoption services caseworker directly.

  • OAKS: Ongoing Adoption and Kinship Support Program
    • Lucas County Children Services has partnered with Adopt America Network to provide families with post placement supervision services and ongoing support through finalization and beyond through the Ongoing Adoption and Kinship Support (OAKS) program.
    • OAKS recognizes that families need support after placement and finalization occur. OAKS offers permanency and family preservation services including ongoing training classes, adoption navigation with community resources, and parent and child mentors. Support groups for families and children are offered to those who have adopted or taken permanent custody of a child from foster care or to those who have been united through international or private infant adoption. These support services are available to families untied through adoption, kinship custodial arrangements and guardianship.
